First-Time Home Buyer Programs in Florida: What You Actually Qualify For

Florida offers some of the strongest first-time buyer assistance in the country. The programs are real, the money does not have to be repaid in many cases, and most buyers who qualify never apply because they assume they earn too much. Here is how the main programs work.

The main Florida programs

Hometown Heroes is the best known. It provides down payment and closing cost assistance to eligible workers across a wide range of professions, teachers, healthcare workers, first responders, and active military among them.

Florida Assist offers a deferred second mortgage at zero percent interest, repaid only when you sell, refinance, or pay off the first mortgage.

Florida Housing's first mortgage programs pair a below-market rate with the assistance, which often saves more than the grant itself.

County and city programs also exist. Orange, Seminole, and Osceola counties each run their own assistance programs, and some cities layer additional help on top.

Who typically qualifies

  • A credit score at or above the program minimum, usually 640 for the best terms
  • Household income under the program's limit for your county and family size
  • A completed homebuyer education course, often online
  • The home must be your primary residence and meet a price ceiling
  • You generally cannot have owned a home in the last three years

How to stack the benefits

The strongest offers combine three pieces: a low-rate first mortgage, a second mortgage or grant for the down payment, and a seller concession covering remaining closing costs. Used together, buyers who assumed they were priced out often close with a few thousand dollars out of pocket.

Common myths

"I make too much." Income limits are higher than most people expect, and they adjust for household size.

"It is only for first-time buyers." Some programs are, but several have exceptions for veterans, displaced homemakers, and buyers in designated areas.

"It takes too long." Assistance programs do add paperwork and a week or two. They do not add months.

Frequently asked questions

Do I have to repay the money? Grants are forgiven. Deferred second mortgages are repaid when you sell or refinance.

Can I use it with an FHA loan? Usually yes. Most programs work with FHA, VA, USDA, and conventional financing.

Is there a deadline? Funding is limited and replenished periodically. Programs can pause when funds run out, so timing matters.

Do I need perfect credit? No, but the better your score, the better your terms.

Where do I start? With a lender who is approved for these programs. I work with several and can point you to the right one.

If you want to know which programs you actually qualify for, a short pre-approval conversation will give you a real answer instead of a guess.
